If you get the Amex Everyday card with 15 months of 0% APR and two months later transfer some credit limit from another card, would the promotion apply to this as well?

Yes, the account has the promo regardless of whether limit gets increased or not

The 0% promotion would apply to the account.  Any limit increases or transferred limit apply to that account, so yes!!
