Ok, so May 5th is my 61 day mark, but my statement closes on the 6th. I have paid my balance down to zero and my green card has a $30 dollar balance. My question is should I go ahead and apply for the 3xCLI on the 5th or should I wait a couple days after the statement closed so it gets reported first?

Pull the trigger after statement closes for extra measure. I see a 6k BCE in your future

There is no "rule" that you have to ask for the 3x CLI precisely on the 61st day...
! I would wait until all my ducks are in a row for the best chances.
