I've heard of this before for Citi, but usually I think it means a good outcome, pending their having verified your address. This could be because you may have a different address listed on your credit report (recently moved?) Anyway, sometimes I think they want you to either fax a water, electric, cable, phone, etc bill to them with your name/address on it.
