Advice for my next attempt at Capital One?

My husband has had a Capital One card since 9/2011.  Credit limit is $300, 100% on time payment history and current balance $47.20. I requested a CLI through online chat and was denied.  What is the next step we should take?  I like the rewards on the card (we more than cover the $39 annual fee with them each year) and he has a First Premier card that I want to cancel ($10.50/mo service fee). I don't want to cancel the First Premier card until I make up the $700 limit on another card. My hope was to get a CLI at Capital One (from $300 to $1000) so I can close the First Premier card.  His myfico score was 741 as of this morning. Any suggestions?

The only way you are going to get a CLI on that card is through the executive office.  

 

My suggestion:

Close both of them and get a Discover IT, Sallie Mae, and Chase Freedom.  Both have vastly better rewards and the limits will be much better.  With a 741 FICO there is no reason to be in subprime Hell.
