Try citi Bank prequalify site. he should get  some kind of a citi card with 640.

I hope he does but that is assuming they pull Ex. because if they pull Eq it would probably be a no go.  He should also try Chase to see if something comes up I find Chase is one of the most accurate on their prequal site.

Amex primarily pulls Exp, they have every time for me.
