Its legit. I've been an Alliant member since 10/17 when I opened a Share Secured Loan. I've since closed the SSL in favor of an auto loan and I keep about $500 in my Savings Account but I've never applied for a credit card. Yesterday an offer to apply for a Visa Platinum card popped up in my email; it has an offer code which must be used by December 6, 2019.
Nice! I have the Signature card and have been very happy with it and with them.
I got the same. I see no "pre-approved" or "pre-qualified" language so I'm viewing mine no differently than any other "invitation to apply" -- as pure marketing.

IMO it's just marketing. Being invited to apply means exactly that. View it as being invited to a party--nothing more, nothing less.
As said earlier, "Invited to Apply" is just marketing. That said, Alliant does send out pre-approved offers as you can see in the one I just received one for the Visa Signature
