Amex Airline/Offer Credits

On my PRG, will the incidental airline charge, which will eventually be credited back, count towards the spending requirement for the sign-up bonus points? Similarily with Amex offers if I am expecting a credit back of X amount -> is the purchase I made from the merchant used towards spending or the purchase minus credit back?

Yes they both count towards the spending requirement.
