However, the AF is going up to $195 as of May 1. So, if you haven't gotten it yet, apply for by April 30 to secure the $150 AF.

Hmm, DH was going to upgrade his Gold to Plat in July. This puts a dent in that plan.

I believe that is the case, at least it would make sense since you can usually downgrade with AMEX, i.e. Plat charge card to green, etc...
