Costco should qualify for member delivery by Instacart or a non-member general public Instacart order. In-warehouse is Visa only. Not sure about W/T.

The answer will vary by location and fine print. Some Walmart and Target locations will have (incorrect) grocery MCC assigned, while most will have the correct discount store MCC assigned, which would not qualify. I don't have the offer, but often Walmart and and Target are specifically excluded in the terms so there may be an additional merchant name exclusion.

Of all my cards, this deal was only available on the Platinum. Same for Player 2 (has Marriott Brilliant and Marriott Biz and AU Plat). I checked them all before activating.
