Chase CLI requests are hard pulls. You can always request it and if they don't give you 8k, you can call their executive number. They should be able to help you

I was recently approved for a BCE with a limit of $8000. I also have a Chase Freedom at $3000 that I got this past summer. My question is can I call Chase and have them match my Amex limit in this short time and if so do they have to do a hard pull?
Also I heard about this 3X CLI from Amex after 62 days...if I have a starting limit of $8000 would it be bad to request $24000?
Yes you can call Chase executive office and request a SP CLI. But SP CLIs are ymmv in my experience even with the same rep.
You can request $24,000, they will counter offer with something elseif they can't grant you that. But I'd be a bit conservative. Shoot high but not too high.
From what I've seen on the forums you might want to wait 6 months to ask for CLI from Chase and have a decent chance! And yes, all customer-initiated CLI are a HP. Since I don't have an AMEX nor have I done much research on it, you may want to wait on a reply from someone else about that! :X

NO, the whole point of Amex is CLI at 62 Days, and CLI every 6 months after that and UP TO 3x current CLI. The employees say, everyone here says it... it's not going to high and poking the bee hive, it's the policy given to all! The system counters.
