That's not my experience.  I have a Zync and when I applied for the PRG I was not eligible for the sign-up bonus.  I called and talked to several customer service agents about it, based on recommendations on this board, and all of them said because I had another charge product I was not eligible.  That was about a year ago, and I can confirm the sign-up bonus points were never awarded.

Not true. I product changed my green to a PRG in 4 months. I also had them waive the fee until the the day I upgraded

You were lucky because you should have been Ineligible.

wonder if because it's charge card it gets to avoid some of the rules because it seems like update is allowed a lot

Well, I thought per Amex’s policy, to be considered eligible for a sign-up bonus is if you haven’t had the product for 12 months, or *any* consumer charge card the past 90 days....meaning if OP was just approved for the Green, he/she can't get the signup bonus if OP apply for the Plat and get approved...?
