Checking out Amex cards and checked to see if I had any offers and an offer popped up. It says "Your new card offer" I didn't see any opt out language and didn't go for it.
Does it mean I have a good chance for approval?

Yes there was an apr range.
Doesn't sound like a true pre approval if there is an APR range. Even if it was, it wouldn't guarantee approval.
