Would love to get this card but there's no online application and there's no US Bank in my locale.
Description of the US Bank Bill Payment category is: "Get cash back every month when you use your U.S. Bank Cash+™ Card to pay for the following common household bills — phone, internet, cable/satellite TV, utilities and insurance. Please note: Purchases made outside of these specific categories do not qualify."

The closest you can get are,
* Chase Ink series
- 5X UR points on cell phone, internet, and TV bill.
* AMEX SimplyCash
- 5% statement rebate on cell phone.
* Barclays Reward MasterCard
- 2 points on utility bill.

I read somewhere that you can apply for the US bank Cash+ by phone. Unfortunately not online at moment. You could apply for a different card online and PC to this card later with a simple phone call. US Bank I heard is really good with PCs.

PC to Cash+ is a bit tricky. You need to have $5K+ CL at hand and be eligible for Visa Signature.

Though for AT&T they label internet bill as cell phone bill.

Not sure about Barclays, pretty sure it is a no.
You can also get Fidelity AMEX, or Priceline Visa which give 2% return back on all purchases in the form of cash deposit or statement credit.

I have the card and I used it to pay AT&T wireless bill. It didn't count as 5%. It only gave 1% back. Now I use my US Bank Flexperks and it counts as wireless phone.
