I'm thinking this is the case as well. Since they can't offer more "prime" cards, they are offering up what they can.

I recently combined a quicksilver and Venture into an existing Quicksilver.
I received that offer before and after the merge, this has occurred to me in the past, typically happens a couple months before I am eligible for the higherCapital One tier.
