Most everybody here is rebuilding or done rebuilding and already knows the message you are trying to convey Most keep balances becauses there's no incentive to not do it.
For example, I have 0% for 12 months from Overstock.com It was an $1800 balance. I immediately paid it down to $1200 just so I can get to an easy $100 payment per month and put it on autopay.
Why the hell should I pay it off today when it's free money for me for 12 months?

I am uncertain if this is similar to what OP is speaking about, but I read an article somewhere about using credit cards a few months ago. According to some the belief is you should not use credit cards for amounts you would not normally be able to pay with cash. However sometimes people do have certain financial harships and depend on their credit cards to live until they get back on their feet.
Here is NJ we recently had 3 casinos shut down in a 2-3 month span with thousands of people without jobs. My friend has been living off of her credit cards since her job closing. I'm sure she doesn't like carrying a balance or creating additional debt, but it was unexpected. I personally pay some in full and let some carry a small balance. But someone possibly going through some unexpected income changes could be offended by the way some things are said.
Just until a few months ago I honestly had no clue it was considered bad to carry a balance. I only had 2 secured cards and a store card at the time. I thought you were supposed to leave a balance and just pay more than the minimum, but pay it down of several months in order to establish a payment history. When I unsecured my boa card the credit analyst told me I should be paying the accounts off and not leaving a balance. I think everyone has a different view of how credit works and what works for them. As long as their system is working for them they shouldn't be chastized.
