Actually, they can. You just need to use the Twitter offers instead of signing up in your account.

Actually, sometimes yes.
If the offer is available via the Twitter or Facebook channels, it can be added to a non-Centurion Amex card. Admittedly, though, the offers available like this are limited and many times the 'really good ones' are for Centurion Bank ("real" Amex) customers only.
