Are you me? I'm in exactly the same situation. I'm trying to PC mine to Cash Rewards, but that's not a meaningful difference. I stumbled across a team of specialists who are more knowledgeable than the regular CSRs. One of them advised me the best way to trigger their system to make my card eligible for PC is to stop using it for a while. I'm doing that and calling back every month to check on status.

This is very interesting.

I myself managed to PC 2 BoA cards to Cash Rewards.  Each PC took several HUCAs over a period of several months and by the time I was successful with each attempt the card had indeed been sitting untouched for months.

So the highlighted part may very well be one of the factors contributing to the "inconsistency" of BoA PC.

Thanks for sharing that info. Gives me some hope.

I have another tidbit of info, but not sure how reliable it is. I called them today and spoke with another person on the specialist team (which I learned is called "Advanced Client Services"). I asked if new PC eligibilities are likely to appear on the first day of a calendar month. He said he hadn't noticed such a pattern, and in fact he didn't recall seeing any new PC offers showing up in about the last six months.

It could be that the card wasn't eligible for PC during your requests and several months later it became eligible. I ran into that issue with my BoA American Express card.
