Sorry for the confusion, my mistake.
Total utilization ~ 15%
Highest on one card ~ 26%.
Also i would like to get some information about my original questions.

Total --- 15%, highest util on a card ----9%(highest limit)If the above would be correct the only thing you could get flagged on is too much available credit for income. If you are willing to take that risk I would try it.
Get your ducks in a row. Make sure your reduced balances are all reporting. Then app for membership and credit all at the same time. You have a decent shot at an approval.
Thank God, That's what I said after hanging up with penfed CSR.I did the exact steps mentioned above. Got the approval for 30K platinum Visa, just in time to use the 2.99 BT offer.
As a bonus I was able to refinance my 8 months old 7.5% car loan with penfed for 3.99%.
Thank God for the extra money I am saving.
Looking forward to grow with penfed.
BIG thanks to myfico gurus for their valuable inputs.
WoW!
That was fast!
Congratulations!
And welcome to the Penfed family. However, I thought the balance transfer of 2.99% ended already?

By whom for what?
Is that a FICO score? Do you have a thin file or short history?
I have not been a long time PenFed card holder, but is the balance transfer a year around thing? What is the highest rate have anyone seen them offer a BT for?
