New accounts pull Experian. Report is good for 30 days. I app for 10 cards within those 30 days and only 1 hard pull. My first app was for the Merrill lynch card, which I was approved for. The other 9 was denied with no extra pull with in 30 days. Cli request is always with Transunion which can lead to a hard pull.
