Have you thought about calling back and seeing if you get another analyst? I don't see what the problem is. Yeah you have a bunch of inquiries, but if you're moving credit around then their is no new risk for them so what is the big deal? Maybe it is the banks trying to curb churning. I myself thought about getting a travel rewards card at the end of the year and moving some of my Spirit cl if necessary to get it as I think I'm pretty close to my max cl across all of my cards.
Did I read 27k income correctly? If so you have ALOT of credit already for said income.. The could be the real reason being income.
I agree with the others that your income is likely the true issue, and as someone also on the low end of the financial spectrum I also have the same restraints and concerns you have.
With limited resources, you'll not be able to push as aggressively as others around here (again, I've found this out myself). You already have some really nice cards, though, and don't seem to be lacking for much.
Regarding Capital One WEMC upgrades... that's all over the place right now. In the past (with emphasis on 'past') if you were to PC an existing Capital One MC to a different product (for example, QS to Venture One) and your credit line was over $5k your new card would usually come as a WMC. The only reports I ever read about on here of WEMCs from Capital One were when the card was issued that way. If you really dig you'll find one or two threads where somebody went thought the process of using the EO to get upgraded to WMC (or Signature for Visa products) but it was a headache, and IMO not worth the hassle.
That said, there is a report here that mentions that direct upgrades to WMC might be available, but I would like to see a few more people be successful before I personally declare it a "thing". There are lots of changes taking place with Capital One right now, so many of the 'rules' we thought were set in stone seem to be changing.

I'm gonna call Cap1 and see what they say for the WMC. I heard that someone could potentially apply for a new card and get the WEMC, though I don't think I'm going to go there - two of the same card, three hard pulls for a WEMC isn't worth it.
As for BoA, I guess I'm going to the garden. Really wanted the card, but not a huge loss. Yeah, being in the lower income individual does have its restrictions.
I'm just gonna be happy with what I've got, instead of app'ing for a card that I "want" every few months!
On a good note, I did receive a letter from Target Red increasing my CL by $500. Yay! Not a lot, but Target is stingy... one of the lowest lines I've have. For some data points, I put some usage on it for the first two months or so, then left the balance at zero, and they increased my line. Well, I'll just take that HP as a $500 increase to Red!
