you guys beat me to it if you're a good customer all banks offer 0% offers occasionally the trick is to stagger everything around so they come up more than twice a year

If you get approved for the barclay ring you qualify for any number of their cards and they offer great transfers all the time

any of those soft pull to join and soft pull to apply using the same soft pull when you join ? (NASA Federal Credit Union does)  i dont look too much into those ''as low as'' i look into those that offer a flate rate lifetime on balance transfers like Barclay RING 8% lifetime rate on the balance transfer.

Also consider: starting CLs on NASA tend to me much higher than on Ring. May be a factor for you if you're concerned about UTL on individual cards.
