In a few months my little sister is going off to college. By then I should have been able to increase my Uber visa CL and since she eats out a lot I wanted to send her with a card.

My question is, will she be able to spend the points she earns or will she have to go through me to do so?

Been awhile since I have redeemed points but from what I can remember is anyone having online access can use the points. There is no separate tallies for an AU either you would have to track what her points are.
