As I mentioned above, you can PC from the Visa version directly to the World Elite version, if that's what you're going for
So you call and convert a VISA to a Mastercard World Elite???? after 45 days,being eligible and all the fun stuff , and etc.

Many interesting observations on how to get the Citi Dividend World Elite Mastercard. From my own experiences the actual criteria still remains a mystery. My recent history with Citi Banks is a Citi Platinum Select Mastercard (CL$750) 2009, a Citi Thank You Mastercard (CL$6,750) 2011, and a Citi Forward Visa (CL$6,000) 2012. Based on my desire to increase my earnings on cash rewards to at least 1 point redemption rather than less than half 0.50, I started searching cards. Also, I was on the hunt for travel benefits but not at the expense of cash rewards. Finally, I called Citi and explained my desires. Citi dug further into what I thought my needs were. The customer account manager was very comprehensive and searched Citi's data base. In the end, I was offered and accepted the Citi Dividend World Elite Mastercard with no AF and am closing the Citi Thank You Mastercard since the cash rewards are 50% of the earnings at the lower levels (more of a travel oriented benefit card). When the account manager offered the new card as the best fit for my needs you could have picked me up off the floor. Like the rest of you, I have not seen the Citi Dividend World Elite Mastercard available for application. It fits my needs and I am very happy to add this card to my Visa Signature Cards from other banks. The account manager did indicate the card was available only through upgrade by invitation or upon customer request (if qualified). Now, I have finally obtained FICO Scores that reach to the 800's and have an excellent performance record with credit over the last ten plus years. If this has anything to do with it I don't know. Also, I was given no information on how they checked my background but was assured that no hard inquiry would be made without my authorization and none was requested (must have been soft inquiries). This information is current as of January 24, 2013. Oh, the credit card will be received in eight to ten business days from account approval which turned out to be 45 days plus ten days for mailing. Oops!. Yes, I do have the Global Chip & Signature (for some reason many American based card issuers are shy about the chip & pin). Oh, almost forgot that the account manager said Citi requires one year of account history to P/C.
I don't beleive you can apply for the Citi Dividend WEMC. I previously had a Citi ThankYou WMC. Citi refused to upgrade my ThankYou WM to a ThankYou WEM. However, they did offer to PC to the Citi Dividend World Elite MC.
The CitiDividend World Elite MC does have the EMV chip.

Lastly, EMV (i.e, Global Chip) is currently offered on all Citi cards, expect AMEX products.

Seems very lackluster. That's disappointing. I wish Citi would have just stuck with the tried and proven Priority Pass.

Airport Angel is probably the worst lounge program out there. And you have to pay for individual passes.
