It depends. Some people get off the blacklist after a a few years. in rare circumstances dome are able to get off the list after a few months. Very rare though and no idea if those people are lying or for real, so don't count on it.

Some are blacklisted even after decades

And with a wealth of issuers out there now, being blacklisted by one isn't all that terrible, but you need to make sure that you do not  repeat the triggering event with a new issuer.  (One person got blacklisted for reward abuse by Chase, and was thus very careful to be good with Citi).
