Not sure what to think! They've been very generous with me, I've currently got a $0 and all on-time payments. But no love today.
I think that it's because this particular card has not gotten any usage in the last 3 months or so, since the last GLI.
Oh well. I guess I will be forced to contribute to the economy and buy something 
(did have success with my Macy's today, but that card sees routine heavy usage . . .)
