I was reading DoC earlier (I beat them by a good half hour) and it appears that it's slightly targeted and does not appear to be going out to recently opened accounts. If you don't get it at some point today or tomorrow, it might be worth calling them to see if your card is eligible. Like you, I got mine in 2017 when it first came out.
FWIW some Travel Rewards cardholders also received emails that they now have the option to use points on some non-travel purchases. I did not get that email for mine.
The datapoints in the comments on that DoC article show there's no real ryhme or reason for the emails being sent at this point. There were a few that got the target email and only had the card for 1-3 months. I think like DoC suggested it might be they're staggering out the emails because it sounded to me they are targetting all PR cardholders regardless of status with BofA ie Preferred program or how long you've had the card

I'm torn on the BOA Premium Rewards. It's a good SUB play, with a 16.7% return on spend for a card whose annual perks can exceed its annual fee. So I will probably get it at some point when I resume traveling and can use the incidental credit.
But I am not sure I would ever actually use the card. In terms of noncategory spend, travel insurance and travel earn rates, I already have better options.
Currently, I am trying to collect as many BOA Cash Rewards cards as quickly as possible under the 234 rule.
Insofar as cashback return the Preferred Rewards card really doesn't shine unless you're a BoA Preferred Rewards client.

I dislike the confusingly similar names BofA uses for this stuff.
The best thing they offer is a Premium Rewards card with the Platinum Honors tier in the Preferred Rewards program, right?That's a prptprprprplpltplty big mouthful. They should use clearer names.
