I've logged in a number of times since I read about this and have not been notified of any changes. When I look at the benefits they all seem to be ok, and I haven't received any popup notice.

I navigated to Card Benefits, and didn't get the notice.

What Citi has done is take two steps back and then decided to shoot itself in the foot.
Altitude Reserve also only requires six hours, but that card has only a $2k max for cancellation/interruption.
Ritz is at six hours and there was a recent report of someone upgrading a Marriott Visa to it.
United Club requires 12 hours.

I was planning to use my AAdvantage card for travel because of the trip Cancelation/delay coverage, if tehy frop it I'll definiteyl use CSp exclusively from now on.

When I went back just now I didn't see it right away, either (no popup), but I went to Card Benefits FAQs and it was right there. Here's what I see:
Citi does not offer Mastercard benefits. The WEMC logo is purely for higher swipe fees.
So no cell phone benefit being added.

A month ago I was playing around with it tried to start phone protection claims for my Savor, DC, and Aviator Red WEMCs.
The website only accepted the Aviator as an eligible card.
Maybe it has changed, but I'd keep your expectations pretty low about what DC will include.
