Does any bank take customer innitiated CLI request and only do SP?

Right now from all the Cards I have Wells Fargo is only one doing this
CapitalOne too but from what I hear they are stingy unless you contact EO directly
If your account is elegible, Discover and Citi can also grant SP CLIs, otherwise HP. US Bank can be SP sometimes but it's YEMV. BofA/FIA, Chase and Barclays do not, always HP. SYNCB tends to also grant SP CLIs for the vast majority of their CC programs and Comenity can as well.
Also I think the perception of CapOne being stingy isn't universally correct. It appears they're often tight fisted with people who began with builder cards, but not stingy at all with people who began with their prime cards. CapOne has been very good to me.
As to other banks doing SP CLIs, how about Synchrony (former GE cards)?
