So, I have the Open Road, it's a low limit and dud card. I would like the IT. Sounds like a better card overall. My Open Road is 8 months old. I don't use it much, but intentionally maxed it out 3 times (within a few dollars of limit) and PIF each time (limit was 1500 then auto'd to 1700 after 6 or 7 statements). I was considering PC'ing, but the current offer is 18 months 0% and I probably would not get the offer on a PC. Not positive, but I'm sure my limit suffered because I had a charged off acct with Discover back in early 2000's during the beginning of the end of my first marriage. It's not on my report any longer, but I'll bet Discover didn't forget. I clicked "Credit Line Increase" and got a message stating not available, I would have to call in. My other cards have limits of: 22,900 10,000 5,000 4,000.
So here's my question(s):
1) does discover approve more than one app if current acct is less than a year?
2) if so, and I'm approved, could I close my open road and add it's limit to the new acct's limit?
3) if they don't allow new acct in lees than 1 yr, would they possible do a PC annd CLI?
Sorry if these questions have been recently addressed, I did a search to no avail.

2) if so, and I'm approved, could I close my open road and add it's limit to the new acct's limit? No you cannot combine accounts
3) if they don't allow new acct in lees than 1 yr, would they possible do a PC annd CLI? Yes, CLI is usually done 6 months of new account. If eligible you could request a CLI online.

I called Discover and asked most of these questions. You are allowed more than one Discover card if eligible. I called Discover and asked this specific question last week.
Why not just call and PC your Open Road card over to an IT card instead of applying again and request a CLI? I PC'd my More card over to an IT just recently. I couldn't request a CLI b/c my account is not yet eligible. It has to be at least 6 months old.

Within the first year of membership, correct. Or so they say.

HiLine - correct. Typically, within the first year of card membership you can only have one Discover product. Two is usually maximum.
