Some Cap1 rebuilders might find this useful. So, I asked cap1 customer service how and when they determine auto CLIs and here is the email response (I placed the bold types):
Thanks for contacting us about your Capital One account.
Credit Steps is a program for designated customers who successfully
complete a series of steps to receive access to a higher credit limit.
You were disclosed a pre-qualified credit line amount above your initial
credit line. You may be eligible to access the full pre-qualified line
if you complete the following steps:
•Activate and use (any activity that would create a payment due) the
card within the first 5 months of the account opening.
•Make the first five monthly payments on time.
If you successfully complete the Credit Steps program, the full
pre-qualified credit line will appear by:
•the 7th billing statement if you do not miss a required step.
•the 10th billing statement if you miss only one required step.
If you successfully complete the Credit Steps program, you will get
access to your full pre-qualified credit line of (initial credit line +
$500).

I emailed the EO late Sunday night and they called me back Thursday afternoon. Mine's been open since November - this is month six. I got them to add a rewards benefit to the card of 1% across the board and the guy is supposed to call me back to answer my request to have the AF removed and to smash through the credit steps ceiling and get a higher credit limit - I asked for 5000 but am hoping they'll counter with at least 2000. I got the impression from the guy that the pre-established credit ceiling is a default response but it's ultimately somewhat discretionary depending on whether the rep wants to make an exception. We'll see. My credit is new and I got plenty of recent hard pulls, so I'm hoping boldness and assertiveness will pay off in my case. Even if no CLI, the rewards added to it is kinda nice.
