Cap1 & Citi CL Transfer?

I plan on closing my Cap1 Quicksilver and keeping open my No Hassle Rewards Mastercard open.

I'm also wanting to close my Citi Diamond Preferred and keeping open my Citi Forward.

Do either, neither or both of these companies transfer credit limits?

Cap One doesn't, Citi will but that may result in a HP

Not gonna happen with Capital One. (though there are rumors they will do it in the future, you may also die waiting for it to actually happen, as it is just a rumor at this point)

Citi does it, often requiring a HP, which may or may not be worth it to you.
