Sounds more like a late payment than a returned payment.

 

You need to pay early enough for it to get there, be processed, credited and check that everything has happened as planed.  If necessary time to make a second payment.  Just pushing the send button is not enough. 

 

It could well be the late that is hurting your CL increase, or just your over all profile.

 

A true returned payment often caused AA, account closure or CL decreases.

Some have had all cards from an issuer being closed.

A returned payment is very, very bad !

 

If they tried to cash the cancelled check it could be viewed as a return / no funds event.

If that is the case, you are lucky to have your card and not received a CL decrease

 

* PS:   Yes wait for a second payment to post before voiding the check in limbo.  **

A returned payment NO MATTER what the circumstances is very bad in the eyes on the lender @Kforce  gave good advise

I agree that it probably was treated as a late payment (through no fault of yours) as they took too long to find the check (which by that time had been cancelled) and you had probably missed the payment due date by the time they cashed the new check.

 

But it sounds like you have done all you can do.   My assumption is that there is some record indicating bad payment history preventing the CLI and until you can get someone to listen to you and agree that it wasn't your fault   (even if it was the post office fault, they are not the ones trying for a CLI).   Perhaps a follow up to the CEO but that channel has been abused a lot and so has lost a lot of its power.
