With any PC you keep the same network as well as your history. Specific to Capital One, your card number will stay the same, and your CLI requests won't be impacted.

If someone changes to Venture (or Venture One) it will still remain a MasterCard (I've seen a few Venture MC's on here myself). As far as I know, there's never been a case of Capital One (specifically) allowing (or forcing) someone to change networks. With other banks this is handled differently.

A balance transfer shouldn't impact your PC offer at all.
The QS has 1.5% cash back and you can get a check or a statement credit at any time, no questions asked. The Venture calls it's rewards "miles", but it's really just 2% cash back, but with the redemption restricted to travel purchases (or gift cards) for the full value - you redeem your rewards against travel purchases you've made. The Venture also has an AF, so for many people the QS is the best deal.
However if you spend over $12k per year on the Venture and have travel expenses, it can make sense.
