Not presently, but I'd recommend that you check for offers through chat or phone periodically.
I have a $20,000 limit on my Quicksilver card that was converted from HSBC Household bank. What I have noticed is that the card really never budges on anything, I think because they have coded it that way. I have noticed others who got converted HSBC cards with the same issues. I have asked if it could be upgraded to a World card because of the limit, they tell me silly things like because the card was issued as just a MC card that it must stay an MC card. However, in the next few sentences they do tell me to check back and see if there are any offers to do so. You can't explain to them they just contradicted what they just said, their minds are not trained to work that way.
There is a difference between a good comedian and a bad comedian. A bad comedian might be funny the first time, but because they can't ad lib and can only memorize their act becomes stale fairly quickly. A good comedian on the other hand can do everything a bad comedian can and answer you back when you heckle them and their material stays fresh, well at least they make you believe it does easier.....

I have asked and I got the same answer.
I was told I have to have an "offer" to PC the card but since this is a new product they are not allowing PC's.
My Quicksilver is a Visa Signature and the Dining card is World Elite Mastercard.
I hope with all the changes they are doing just MAYBE they will start allowing to switch between VI and MC for this card??

My take on it is they consider the HSBC and Orchard converts as less in status than the regular app'ed Capital One cardholders. Before I got converted to Capital One I closed my HSBC and Orchard Cards because Capital One could not guarantee to me what cards or terms and conditions they would assign (truth what card company would?). Had an HSBC Co-Branded American Express Card with 7.9% fixed Apr for Purchases and Cash with a $10K limit. A Capital One Manager was very nice but could not explain anything about the conversion so I said see ya' round. Seems I called this one right.
