I recently got a CLI from 750 to 1750 on my QS card, which started out as a Journey card with a 300 limit in Nov last year. Does that CLI mean I am not bucketed anymore?

Almost all Cap 1 have bucket limits. They can vary from card to card with the same card holder.
Some have grown limits successfully on Capital One starter cards. It's definitely not the norm, though.
Having your limit raised to $1,750 is a good sign. A lot of cards never make it to 1k. All you can do is try. Use the card a lot, and always pay in full.

Your bucket got slightly bigger, but it’s the same bucket.
I agree with what others have said. I started with the Plat/QS and QS1. SL's were 2k and 2.5k. Closed the QS1 @4k. After the Venture was approved for 10k. Then came the WEMC QS @10k. Combined the Plat/QS to it and closed that also. Then Savor @10k. Once you get out of the so called bucket. Your SL's will be a whole lot more than the starters. Although those cards are harder to get now compared to 2016. The higher SL will show you've cleared out of the starter/bucket arena. Like Heaven said it can happen but it is possible for a few people. Use them a lot and PIF helps out for higher SP CLI's every 6 months or maybe a auto CLI. Good Luck!
What does "out of the bucket" mean?
My Savor is still in the low end capitalOne bucket. It was my first card and has gone through a couple of product changes over the years. Still a very high interest rate and there has not been any CLIs in years. But if I PIF every month I can still use it for the cash back categories the same as a non-bucketed card.

Capital One cards, especially starter cards, tend to be stuck at lower limits (buckets) and unable to be increased due to how the debt is package and sold on Capital One's end. It's rare to get a super high CLI and it's better to apply for another card once a person's credit score has improved. For example, my card started at $2K, with an auto increase to $2500. I haven't been able to get them to budge from that point. Odds are I'm at my max and I'll need to apply for another card to get a higher limit.
I am not sure how bucket accounts work but I can say I opened my first credit card in 2012. It was a Cap 1 Plat with an SL of $300. 2 years later they upped my limit to $750. Last October they upped my limit $2000! All of this with no CLI request. Now over a year later with no other CLI I have been requesting and not receiving. It is all so odd how this credit stuff works.
Note** I cant even remember what I did that triggered them to give me the $2000 CLI. Boy I wish I did!
