I believe the Sync verzion is the store card. So yes, can apply for the Chase card.

Yes. The one through Sync is the store card that can only be used at Amazon, the one through Chase can be used anywhere.

Right, but that is not important.  Both Chase and Amex issue Marriott cards that can be used everywhere.   So with Amazon, as Chase and Sync are different issuers, there is no constraint specific to it being Amazon.
