Very interesting. Although it happens from time to time, this similar scenario has occured to folks with GECRB, AMEX, BOA, Comenity to name a few. I can imagine this being beyond frustration and hope it gets resolved for you.

they shouldn't do chargebacks on transactions you made.
even if they do, they will sort it out with the merchant. just hold onto your receipts and keep all paperwork to cover your base.

Do you have fraud alert on your CR? Did you have identity theft happen to you before? Any recent changes in your CR?
So you spoke to risk and EO and they weren't able to give you an answer as well?
Your best bet right now is to head to a branch again, and try to have the branch manager resolve it for you. Usually it helps more when the branch manager is making the phone calls on your behalf.
The only other accounts that report to all 3 credit agencies are:
Kohls Charge Account, Best Buy CC, and a Bill Me Later account (this one doesn't show up, but I do have it)
Also that appears is the secured credit card that I had when I was 19 of 1k, and the join account my mother placed me in so I could build my credit.
No fraud alert, no changes but the inquries from Chase and Citi.
