Are you sure you can't use the Pay Pal debit card and pay it with your Chase Freedom?
I just set my pay pal account up to default be paid by my CFU.
The PayPal debit card would not count towards $1500 spend
PayPal debit card uses yout PayPal balance that is transfered from a bank account, you cannot use a credit card like with PayPal key

Purchases that you make online, with your paypal login don't use the debit card. That may be what you are referring to. Paypal debit card only accesses money in your paypal balance with an option to link a bank debit card or checking account to automatically "top-up" your balance if it does not have any money in it, and you try to make a purchase with the physical debit card in-store or online
Now that Chase has confirmed the Freedom and Freedom Flex will have the same quarterly categories, i'm a little frustrated that i'm over 5/24. I don't want a Mastercard, and my CFU offers the same bonus categories as CFF. So, i'd love to grab a CF before it's gone forever. Oh well.

You are right. Pay Pal key can be topped off with a credit card but not the Pay Pal cash card.
Then since you don't have a physical card for Pay Pal key while you can link it to dining programs you can't actually pay for a meal at a restaurant with your card. The dining option then doesn't work but it will work for online shopping, including travel.

I guess your only options are to PC your CSR/CFU and apply to those cards when you are under 5/24 if you really want a CF VISA. Or one last Hail Mary and check in branch for preapprovals?

I recently PC my CSP to CSR, so that's stuck. And the CFU is more valuable to me than CF annually. I honestly just want the CF for the current SUB, and to sock drawer and have set aside for that one category it'd be beneficial to me for.
Added a PayPal Key to my account, funded by CF.
Also considering a CFF app, though that's not certain.
Not really considering a PC of CF to CFF since no SUB for that.
