Citi/Amex auto-CLI after paying off most of a large balance?

so I've been carrying a fairly large balance on my Citi card for a while. I'm just wondering what the chances of them approving me for a CLI are. should I use the LUV button (or how long should I wait?).

the same is true for my Amex, but it's a smaller balance. should I wait, should I request one? any advice would be much appreciated.

I say request but wait until the balances update paid off on your credit reports first.
