I think the problem is that the card is issued by Citi Retail, not Citibank.
PCs among Costco*, DC, TY, AA, etc. seem pretty common. Some cobrand PCs work...but not ones involving Citi Retail cobands.
Costco PCs may be one-way....maybe you can PC to it but not from it.

It is my understanding that PC is only available to and from any of the “unsecured” cards you see on the link below with the exception maybe of the “Simplicity”? Correct me if I’m wrong though.
That's what I was told by Citi, although the CSR said it's a new card and they're working on allowing it to be PCed out, I took it with a grain of salt and it has been a year since. I wanted to PC to DC so I can get out of Costco membership, don't shop there as often anymore, without losing my 4+ year history on the Amex/Citi Costco.
