Citi - new card question

Got my citi Thank you card , i was wondering how they are if i called and asked to match one of my hight limit cards or cli from the get go? ie intial limit is 3k asking for 5k total min. havent activated it yet, fiqured id try and kill 2 birds with 1 call

Then HP you 

Then say yes or no 

Is it worth a HP for you?

at this point im in the garden - so no hp! didn't know if they pulled from existing hp or even a sp since it was a new account.
