Citi said they can't expedite delivery of the first CC issued to a new customer?

Just spoke with a Citi CSR and inquired about expediting my new card (this is my first with Citi).  The CSR told me due to new federal regulations they are required by law to send the agreement to me before sending the card.  Is this correct or do I need to call back and speak with another CSR?

Never heard of that. It is required to receive the t&c though. I would try calling a new rep and see what they say.

True but they still send the T&Cs first.

Told me the same thing about my prestige card. Took like a week or something to get here. Papers came UPS, card via FedEx.

Did this just change this month or something? Last month I got a new PRG and they overnighted it. I didn't get the T&C until the next week lol. I know it's not Citi but if it's some new regulation shouldn't they all be following it?

Two different companies and there is no new regulation.  CSR was mistaken
