I would suggest anyone that gets ready to take one of these offers that they first ask for a permanent reduction. Citi will not allow you to reduce your APR if you are in a promotional period (in my experience, both with new account 0%, and 1.99% purchase apr for 12 mos)
What doesn't makes sense to me is, the rate doesn't apply to BTs, and in essence a person could BT to their default non promo rate, so one would think that you should still be able to reduce your standard APR while in one of these promos. If anyone has any luck with that let me know.
