How many of them are credit card enquiries vs auto loan or mortgage enquiries.

Banks usually group multiple mortgage enq. into a single one

Auto and mortgage are 'bundled' together for FICO purposes, but they are still viewed (and counted) separately by lenders who are inquiry sensitive.

Given your lineup, it seems that you would have better luck trying to grown the cards you already have (especially PenFed and NFCU).  As stated by others, Citi is INQ and new account sensitive and Chase has the 5/24 rule.  I have cards with Synchrony Bank and have been lucky enough (knock on wood) to not have received the notorious blue envelope, but I have no new accounts with them and no intention of applying for anything else with them.   You have cards that will grow for you.  Just give it some time, let the baddies age off TU and EX and you should be good.

Happy New Year.
