I don't know if all States have the subscription option - but it's easy enough to Google search: "Lottery Subscription"
I've been in a situation where I lost my debit card and had to cancel it in Vegas. When that happened, I needed to tap the credit card since I only had a couple hundred dollars on me. Took out a $5000 cash advance and my CU didn't bat an eye. Of course that may have been because I paid it all back and deposited more money after I returned. This is almost certainly a YMMV situation depending on the FI.
After this occasion, I just opened a marker account. Makes it easy to get chips at a casino and not have to worry about what you'd do if you lost your ATM card. It does cost a HP though.

This is why I try to never take a card because I know I get caught up in it. It's also why I don't allow myself to go more then 2-3 times a year. I have been lucky that it has never caused me problems but every time I have taken a card I have ended up gambling more then I had intended. It's simply too easy to justify to yourself "Well I already lost 400 another $40 won't matter" Until that runs out then it's another $20 and on and on.
When I go to a casino I only have cash on me. No payment cards whatsoever.

I would think the Total Rewards card from Commedity would fit right in and give you platnium status at Ceasars/Harrahs properties, not talking about cash advance but charging room and food
