Credit Monitoring Service (Kohl's CLI)

I was recently informed by Kohl's: they needed to do a hard pull in order to initiate a credit limit increase.  The reason for that, as they said, was because my credit report had an alert on there that prevented them from pulling it.  The representative said that this alert is usually done through a credit monitoring service, which can be a paid or free service.  I checked all my reports and it doesn't show any security freeze on there.  Has anyone ever heard of something like that?

Before you app think...
Have you done your research of the CC?
Does it fit your spending?
Do you have a plan for the bonus w/o going into debt?
Can you afford the AF?
Do you know the cards benefits? Is it worth the HP?

I do have Amex CS, but I doubt that would be preventing SP's.
