Wells Fargo AMEX Propel comes to mind; no AF, it's effectively a 3% cashback travel card, also includes dining.

Hilton, Marriott, Wyndham, United, American all have various flavors of no AF cards but IMO you should stick with cash back if that is really how you want to roll.

 

Also, there are gift cards you can cash out AMEX MRs for at about a penny a point. Note that some are less than a penny a point (and AMEX gift cards are at half a penny a point).
