Why would it not be legal?
I get calls from Bank of America and Fidelity regularly.

Who is calling you? Is it a collection agency?
1.) Is this a creditor that you currently have credit with?
2.) If it is a credit that you do business with then, did you put your cell number in the home phone box?
3.) But by no means is it illegal for them to call you, you just need to get information correct IMO.

If it is a CA, it most certainly is illegal. A CA must not initiate contact with you in any way, shape or form which causes you to incur costs. In many states this also applies to an OC trying to collect a debt. If, however, the OC is not trying to collect a debt, it is fair for them to call your cell phone.
There are a few exceptions, though, when it comes to collections calls. If you have previously given your cell phone number to them or it was listed on your application for credit, they may call, but only, presumably, until you tell them to stop.
