Denied citi thank you preferred

Hello everyone. I applied for the citi thank you preferred card and was denied. The only reason stated on the letter from citi was restricted credit privileges. I paid two credit cards through a dmp from them but they were never late. Do any of you guys think I am blacklisted. I have an open heloc with them and an active checking account.
