Nope, not in my experience. I use my Discover card heavily and I keep a balance on it all the time. I've done so for nearly 20 years and they give me all kinds of luv, including auto CLIs, every bonus offer that comes along, and great frequent BT offers. I've had balances on Discover over 50% and still get their bonus offers. Maybe it's just because I've been a customer for such a long time, but in my experience Discover likes balances and frequent activity.
My experience with Barclays is shorter, but indications are that B. also likes balances.

Well, yeah, b/c balances makes them money. So they would like to reward that. I'm just waiting for the 5% starting in July w/ gas. Gonna use it heavily there!
I just go approved for the 2% as well!! Wooooot! I actually called them up and asked if I qualify. The lady said yes.
I've been a Discover IT member since only December 2012, 1K limit, but I've been spending more than that per month and have been making multiple payments a month; therefore, I'm always at $0 balance when statement cuts.
I just logged into my account today and saw the 2% bonus! So nice to see something after going for a while without any special offers.
Unfortunately, I logged into my DH's account and he doesn't have this offer. Well, maybe another time; he has received similar offers in the past.
